§ 4-5. Building number identification.

  • (a)

    Application. All owners or occupants of residential, commercial, and industrial structures within the city shall display their assigned address numbers on the outside of their primary structures, near the front door, for emergency purposes. The address number must be located on a primary structure surface facing the public road, clearly visible from the road. Address numbers shall be no smaller than three inches tall, and colors should be in strong contrast to the background color or made of reflective material. No self-adhesive number appliques shall be used.

    In those cases where the front of the principle building is obscured from view from the street by accessory buildings, trees, shrubbery, or other visual obstructions, the numbers shall be displayed on the mailbox in numerals no smaller than 1½ inches tall. Colors should be in strong contrast to the background color or made of reflective material.

    In those cases where the front of the principle building is obscured from view from the street and the residence does not have a mailbox, the numbers shall be displayed from a permanent mounting on the property. The mounting must be clearly visible from the street and displayed prominently in numerals no smaller than three inches tall. The colors of the numerals should be in strong contrast to the background color or made of reflective material. The mounting shall be within 50 feet of the road and ten feet of the driveway if one exists. The bottom of the address sign shall be placed at a height that is no less than three feet above the surface.

    For new structures or updated addresses, assigned address numbers shall be posted within one month of new address notification.

    (b)

    Maintenance. The occupant of the primary structure shall be responsible for keeping its address numbers in good condition and clear of snow, dirt, debris, or other obstructions.

    (c)

    Enforcement and penalties. The owner and occupant of any property who does not identify a building as provided in this section shall be notified, in writing, by the housing inspector to identify the building within ten days after service of the notice upon him or her. Such notice may be served personally or by mail, the same by certified mail, return receipt requested, to the last known address of the owner, and if the premises are occupied, to the premises. The housing inspector may grant additional time where bona fide efforts to identify the building are in progress. Failure to comply with such notice within the time allowed shall constitute a violation of this section, and shall be a misdemeanor as set forth in Code section 4-99.
