There shall be established a department of public works, buildings and structures,
which shall be in charge of a civil engineer to be known as "City Engineer", who shall
be retained or hired by the City Council. Said City Engineer through the heads of
the departments described in this chapter shall have charge and control of the streets,
alleys, highways, and parks of the City, all work done thereon and construction thereof,
as well as the construction, maintenance and operation of all the public lighting,
sewer and water systems of the City.
