When any public street, road or alley, or part thereof, or any public park grounds
shall be laid out and opened in the City pursuant to the provisions of this charter,
or shall be dedicated to public use by deed, the City Engineer shall make and file
an accurate plat thereof in the office of the County Recorder of Koochiching County,
and the same shall be there recorded.
